What attestation actually is
Attestation is a chain of confirmations. Each authority in the chain confirms that the signature or stamp added immediately before it is genuine. Nobody in the chain re-reads the content of your document, which is why a single missing stamp stops the whole file, no matter how legitimate the paperwork is.
The correct order for a document issued outside the UAE
Notarisation or issuing-authority certification
In the country of origin, the document is certified by a notary public or by the issuing body itself, for example a university registrar or a civil registry office.
Home country foreign affairs
The foreign ministry of the issuing country confirms the notary or issuer. In some countries this sits with a designated regional office rather than the ministry itself.
UAE Embassy in the country of origin
The UAE mission confirms the foreign ministry stamp. This is the stage most commonly missed by people who relocate before starting the process.
UAE Ministry of Foreign Affairs
Inside the UAE, MOFA confirms the UAE Embassy stamp. Only after this is the document accepted by UAE government bodies, courts and employers.
Legal translation into Arabic
Where the receiving authority requires Arabic, translation is done by a Ministry of Justice licensed translator, after the stamps are complete, so the translation covers them.
Documents issued inside the UAE, for use abroad
The chain runs in the opposite direction: UAE notary or issuing authority, then UAE Ministry of Foreign Affairs, then the destination country's embassy in the UAE, and finally, in some cases, that country's foreign ministry once the document arrives.
Realistic timelines
The route depends on the issuing country, document and receiving authority. Confirm the required certification and legalisation stages before planning appointments; the table is a planning illustration, not an authority’s service guarantee.
| Stage | Typical time |
|---|---|
| Notary or issuing authority abroad | 1 to 5 working days |
| Home country foreign affairs | 2 to 10 working days |
| UAE Embassy abroad | 3 to 15 working days |
| UAE Ministry of Foreign Affairs | 1 to 3 working days |
| Legal translation into Arabic | 1 to 3 working days |
Why files get rejected
- Stages completed out of order, most often MOFA before the UAE Embassy.
- Photocopies or scans submitted where the original is required.
- Name spelling that differs between the passport, the document and the translation.
- A translation produced before attestation, so it does not cover the final stamps.
- Documents older than the validity window the receiving authority accepts, common with police clearance and marital status certificates.
- Laminated certificates, which several authorities refuse outright.
Which documents usually need it
- Degree certificates and transcripts, for employment and professional licensing.
- Birth and marriage certificates, for family visas and school enrolment.
- Police clearance certificates.
- Powers of attorney signed abroad.
- Company incorporation documents, board resolutions and commercial agreements.
Frequently asked
Does an Apostille replace UAE attestation?
The UAE is not listed as a Contracting Party to the Apostille Convention in the HCCH status table. Do not assume that an apostille replaces the required UAE legalisation steps. Check the current requirements with MOFA and the authority receiving your document.
Do I need to be in the UAE for attestation?
No. The stages abroad can be handled by a representative under a power of attorney, and the UAE stages can be handled on your behalf once the documents arrive.
How long does an attested document remain valid?
The attestation itself does not expire, but individual documents can. Police clearance and marital status certificates are usually accepted only within three to six months of issue.
Should translation happen before or after attestation?
After. The Arabic translation should include the attestation stamps, otherwise the receiving authority sees an incomplete record.
